TO:                 The Citizens of Canby Fire District

FROM:          Canby Fire District

DATE:            July 24, 2020

RE:                  The November 3, 2020 General Election

In May of 2020 the Canby Fire District Board of Directors unanimously agreed to place a renewal of the current operating levy of $0.45 cents per $1000 dollars of assessed valuation on the November 3, 2020 ballot. This not an increase but a renewal. According to Canby Fire Board President Shawn Carroll, “Canby’s population continues to grow and call volume and demands for emergency and administrative services are increasing.” In 2015 the citizens of Canby and Barlow strongly supported the $0.11 cent increase to the five-year local option levy of $0.34 cents. The Fire District has met and exceed what we told the citizens we would do to improve Fire and Emergency Medical Services. The second medic unit is being staffed 24 hours a day. The original goal was to staff a second medic during the week for 12-hours a day during the time that the Canby Fire District Volunteers are not available.

Fire Chief James X. Davis reported that in 2019 Canby Fire District firefighter/medics responded to 2,998 calls for service.  According to Davis, “Funds from the local option levy will allow the Fire District to maintain 6 Firefighter EMT/Paramedics and all current staff positions. The Fire District experiences two emergency calls simultaneously over 38% of the time. Without the current staffing for the second Medic unit, the ambulance would have to be dispatched from Wilsonville, Oregon City, or Oak Grove.  In 2018 the citizens approved funding for a Northside Emergency Medical Station which will be completed in 2021. The local option levy will allow the Fire District to staff the Northside Station with fire/medical personnel.  The renewal levy rate will be maintained at the current rate of $0.45 cents per $1000 of assessed property value. For a typical property assessed at $250,000, the annual cost would be approximately $112 dollars a year, about $10 dollars a month. If the local option levy is not renewed, the existing operating levy would expire in 2021.
